Who We Serve

Residential & Commercial

Residential property environmental inspection

Residential

After homeowner authorization, Greene Environmental provides the comprehensive services needed to complete a job, including initial inspection of the underground storage tank (UST) to determine if there is a leak.

If NO leak is found:

Greene Environmental will provide the homeowner with a certification report, and there is no further obligation.

If a leak is found:

Greene Environmental will report its findings to the Virginia Department of Environmental Quality (VDEQ) and obtain authorization for further investigative or cleanup work.

Corrective Action & Cleanup

Based on VDEQ response, Greene Environmental will secure approval for financial assistance through the Virginia Petroleum Storage Tank Fund (VPSTF) and then perform the necessary corrective work. This work may include:

  • Removal of petroleum from the tank and verification that there are no nearby wells or surface bodies of water;
  • Removal of the tank and excavation of contaminated soils;
  • If a well or surface water body is threatened by the release, the VDEQ may require a groundwater investigation in order to protect the resources.

If a drinking water well has been impacted, the VPSTF provides for water filtration or a new alternative source of water. In either case, personnel from Greene Environmental are trained to handle and properly address the situation, take the required corrective actions, and provide you with a report of activities and findings. The VDEQ will later provide a closure letter for your records.

Commercial

The Virginia Department of Environmental Quality (VDEQ) operates a fund called the Virginia Petroleum Storage Tank Fund (VPSTF). The source of revenue for the VPSTF is a 0.2 to 0.6 cent per gallon state fee on regulated petroleum products. The primary use of the VPSTF is to reimburse for reasonable and necessary costs incurred in cleaning up petroleum releases from petroleum storage tanks. Instead of requiring the owner to pay for cleanup out-of-pocket and wait for reimbursement, the VDEQ allows the owner to assign the reimbursement payment directly to Greene Environmental.

Financial Responsibility:

There are some costs that are not covered under the VPSTF. The owner is required to pay a Financial Responsibility (FR), which is similar to an insurance deductible. The FR for commercial and industrial petroleum USTs (except heating oil USTs) is a function of the owner's/operator's total volume of petroleum throughput in the entire state.

FR Costs:

  • For owners/operators who have a total throughput of less than 600,000 gallons, the FR is $5,000.
  • For owners/operators having throughputs greater than 600,000 gallons, the FR is determined via a sliding scale and can range from $10,000 – $50,000.

VPSTF & VADEQ

Petroleum Release Support, Simplified.

Navigating a petroleum storage tank release can feel overwhelming — but Greene Environmental Services handles the process from start to finish. Acting as your advocate with VADEQ, our team leverages nearly 20 years of experience with the Virginia Petroleum Storage Tank Fund (VPSTF) to manage cleanup, streamline approvals, and minimize out-of-pocket costs.

Through VPSTF eligibility, we can often finance required corrective actions upfront, helping you avoid delays, reduce financial burden, and move your site toward closure efficiently.

With deep knowledge of VADEQ processes and funding programs, we make a complex situation straightforward — so you can focus on what comes next.
